Governor Gordon signed SF0099 into law yesterday, March 22, 2024. It is scheduled to go into effect on July 1, 2024. Youth can receive care in Wyoming until that time. After July 1st, youth and families may need to travel for care.
March 7, 2024
SF0098 – the change to the statute of limitations for gender affirming care for adolescents bill – is DEAD.
SF0099 – Chloe’s Law, which would prohibit care under the age of 18, has passed both the House and Senate and will be sent to the governor for signing. Please contact Governor Mark Gordon and urge him to veto it. We’ll share any action alerts that we receive.

SF 009 – Forced outing in schools bill. This bill has passed the Senate, been introduced into the House, and has passed the second reading in the House.

Several bills failed in their introduction in the Wyoming House. We’ve marked them with a strike-through below in the “Bills To Watch” section from February 16th.
SF0130 was introduced. This bill would prohibit state government entities from participating in any diversity, equity, or inclusion program, activity, or policy.

Wyoming Equality sends out a frequent update email. (subscribe here.) Today is the last day for bills to be introduced into the Wyoming legislature for this legislative session. Multiple new bills have been introduced and are being tracked. Stay up to date with the Wyoming Equality bill tracker.
Good News:
HB 50 – What is a Woman Act failed introduction and will not progress.
HB 51 – a bathroom bill – failed introduction in the house.
HB 63 – youth care ban – failed introduction in the house.
Bills to watch:
HB 61 – prohibits preferred pronouns that do not align with sex assigned at birth.
HB 68 – obscenity bill.
HB 78 – obscenity bill.
HB 88 – obscenity bill.
HB 136 – gender identity not recognized in student interscholastic activities (sex segregated activities.)
HB 156 – declares that gender transition and gender affirming care are not in the best interest of a child.
HB 190 – prohibits classroom discussion about sexual orientation or gender identity.
SF 94 – prohibits the state from requiring employees to use preferred pronouns.
SF 98 – change to statue of limitations for medical procedures on minors.
SF 99 – Chloe’s law. Youth care ban.

The Wyoming state legislature is now in session. Wyoming Equality’s bill tracker watches more topics than the ACLU’s. Also, see their Action Guide.
As of January 22, 2024, The ACLU is tracking 3 bills in Wyoming. We also look to Wyoming Equality for updates and alerts.
H.B.0063 – Prohibits gender affirming genital surgeries and mastectomies for transgender youth under the age of 18. This bill is not yet in committee. If passed, would go into effect on July 1, 2024.
H.B.0061 – Education bill. Prohibits using students’ “preferred” pronouns (Note: they’re not preferred, they just are.) If passed, would go into effect on July 1, 2024.
H.B. 0050 – Trans Erasure Act. Defines sex in state law as restricted to male or female as observed at birth by their reproductive organs and chromosomes. Restricts use of the terms “male,” “female,” “woman,” “girl,” “man,” “boy,” and “mother,” and “father.” Segregates facilities by sex. If passed, would go into effect immediately.
