The Alaska State Legislative session has ended with no anti-trans legislation passed!

Alaksa HB 105 (pronoun use and parental notification in schools)has been active in the legislature, but there appears to have been no movement since 5/6/24. Current House status is referred to the Finance Committee after a suggested text change by the Judiciary Committee. It currently has a Do Not Pass recommendation from Representatives Gray and Groh, a Do Pass recommendation from Vance, and no recommendations from C. Johnson, Sumner, and Allard on the committee.
The House Finance committee meets on Mondays, Wednesdays, and Fridays.

Alaska HB 183 (restrictions on transgender youth athletes) was sent to the Senate on May 13th. It has been referred to the Senate Education committee on the 14th.

The ACLU is tracking seven bills in Alaska. They do not appear to be very active.
HB 183 – a school sports ban will be heard in the Education committee on 3/15 at 8am. Public testimony is invited. You can message your legislators via the Public Opinion Message System. The Legislative Information Office Directory can help you navigate attending the teleconference hearing.
HB 338 – extends the statutes of limitations on liability for gender care on minors. Committee hearings on this bill have been canceled twice. No additional hearing is currently scheduled. The ACLU has an email action to send a message to the House Judiciary Committee.
HB 382 – outing in schools. This bill was referred to the Education Committee on 2/20. Is not currently scheduled for a hearing.
HB 174 – prohibits public funds being used to further a “social, political, or ideological interest.” Has been heard in committed and held.

HB 338 was introduced in the Alaska House on 2/20/24. This is a youth care bill which would allow patients to sue providers for “an injury or condition suffered as a result” of a gender affirming procedure for up to 20 years after care was provided, if they were under 18 at the time of the procedure. This is an attempt to scare providers away from providing care, as the length of time for patients to sue is egregiously long.
HB 338 has been referred to the Judiciary Committee, which meets on Mondays, Wednesdays, and Fridays. We do not know right now when this bill will be read in committee.
HB 382 is a forced outing in schools bill. It was introduced in the House on 2/20/24 and has also been referred to the Judiciary Committee, as well as the Education Committee.
HB 174 – prohibits state funds from being invested in any funds that “further social, political, or ideological interests.” This bill will be read in the Finance Committee on 2/23/24 at 8:30 am Alaska Time. You can obtain email and phone numbers for committee members here.

The Alaska state legislature convened on 1/16/24 and is scheduled to adjourn on 5/15/2024. =
The ACLU has identified five bills to watch in Alaska.
HB 27 : School Sports Ban in the House. Current bill is refiled from 2023, where it stopped in the Education Committee.
SB 96: Education Censorship and School Facilities Ban Bill in the Senate. Current bill is refiled from 2023, where it stopped in the Judiciary Committee.
HB 105: Companion bill to SB 96. Education Censorship and School Facilities Ban bill in the House. Current bill is refiled from 2023, where it stopped in the Judiciary committee.
HB 174: Funding and Censorship Bill to prohibit state funds, including the Alaska Retirement Management Board and the Alaska Permanent Fund Corporation Board from investing in any funds that “further social, political, or ideological interests.” The bill calls out “sex or gender change, or transgender surgery” as prohibited interests, among others.
HB 183: School Sports Ban in the House. Current bill is refiled from 2023, where it stopped in the Education and Judiciary Committees.
